Dear participants, I welcome you at the 1st international Moscow Academic Economic Forum. The goal of this Forum, which has brought together at its venues leading scientists and experts, representatives of the government, business community, and NGOs, is to discuss a wide range of problems involved in the development of the Russian economy, strengthening Russia's research potential in order to address key nationwide challenges.

I am pleased to note that the discussions at the Forum are underlain by solid research, analysis, and predictions. Such a fundamental approach is highly valued today. It allows to consolidate the academic community around major and important goals, to focus the research effort on the most promising projects and initiatives capable of making this country a global leader in technology and a contributor to the global research process.
I hope that this Forum will be held regularly and will help increase the effectiveness of research — in the interests of Russia and its citizens.

On behalf of the Federation Council of the Federal Assembly of the Russian Federation and on my own behalf, I welcome you at the Moscow Academic Economic Forum.

Fundamental science is a system-forming institute that is essential for the long-term development of the nation and one of the priorities of the public policy in this country. In this connection, leading economists and practitioners from Russia and abroad, representatives of federal and regional governments of the Russian Federation, Russian and international NGOs have gathered to identify key development paths for the theoretical and applied economics and new areas of research, which will allow economic science to respond to contemporary challenges facing it, governments, and society.

What is especially important is that the Forum program features research to practice conferences in several regions of the Russian Federation.
The scale of the event will undoubtedly make it possible to present the view of Russian economists on the prospects for the development of Russian economic science and on Russia's place in the global economic community.
I am convinced that the relevant scope and a high level of representation will bring the Moscow Academic Economic Forum an international response and will guarantee the continuation of the scientific discussion in the future. I wish you a fruitful discussion and achievement of your goals.

Today, it is obvious that the world is changing much faster than we could have imagined recently. The achievements of mankind have led not only to accelerated technological development, but also to accelerated changes in society itself.

New forms of employment and organization of labor are emerging, requiring a rethinking of the role and size of fair compensation to the key players in the economy. Technological development leads to an increasingly faster emergence of new professions and substitution of existing professions with new automated technology.

Successful competition requires serious investments in the development of both technology and organizational culture, which allows to reduce transaction costs and more effectively overcome the boundaries between the buyer and the seller.

In other words, new challenges arise for humanity in general and the scientific community in particular, and we must be prepared to respond to these.

One of the goals of the Forum is to form a paradigm laying the scientific foundation for the long-term economic development of Russia. Post-neoclassical philosophy of science, which formed in the last third of the 20th century, clearly indicates the direction of such a paradigm — its central value should be the human and the key mechanism for achieving the goals of society should be dialogue

In the modern world, only those decisions become truly successful that are dictated by the interests of people and their needs, that take into account individual opinions, positively affect households and involve people.

The skills, abilities, professional and personal qualities of each individual — those categories that have long remained beyond the scope of economic science as difficult to measure and hard to understand — are increasingly coming to the forefront of the new system of social values.

It is impossible to imagine independence and economic development in the modern world without the continuous accumulation of human capital, without the continuous personal development, and without stable solvent demand.

I wish the Forum participants successful, efficient, and fruitful work.
