Dear participants of the Moscow Academic Economic Forum,

The global crisis caused by the coronavirus pandemic has exposed the fragility of the modern world order. At the same time, it is a reminder that the basis of modern civilization is social welfare, that the human being remains the measure of everything.

The crisis revealed the shortcomings of existing social relations on a global scale, general fragmentation, a broken system of values, including an underestimation of the contribution by the so-called "social professions", primarily in the health sector.

In Russia, this crisis was superimposed on the consequences of years of stagnation.
According to the trade unions of Russia, the macroeconomic policy currently pursued by the federal government is aimed at combating the consequence, not the cause, of the ailment of the Russian economy.

Stagnation could be overcome if the welfare of the country's residents is considered as a priority and a foundation for economic growth — with a focus on an increase in salaries, social benefits, and pensions.

Now, when the world economy is adapting to the new reality, not only new risks are emerging, but also new prospects.

It seems necessary to switch to economic growth as soon as possible, relying on our own resources, based on the modernization of production, decent wages, an increase in the residents' purchasing power, and stable domestic demand.

I hope that the Moscow Academic Economic Forum will help formulate the practical approaches necessary for the recovery and development of Russia's economy.
